I have a full breed rottweiler whos 9 week's , and my dog is much bigger than yours . what can that mean?

Can it mean different strains of the same breed have different size traits? I have a Labrador who is shorter than many others as he is half working stock. I have seen other Labradors much taller, and even one so stocky with such a wide muzzle I asked his disgruntled owner if he was a Rottie!
It takes all sorts I guess!
