my puppy looks exactly like that
I was told she was a pit-rot mix, I knew she'd be smaller cause she was the runt
but after a couple months she didnt grow a whole lot
I've been going nuts trying to figure out what she is
once I saw this picture I knew she had to be a jack russell

I think the structure of the dog tells more about the breed than the markings
but thats just me
